1. Proactively preparing for and responding to infectious disease outbreaks

①       Conduct close surveillance and precise risk prediction

②       Enable rapid testing and advanced epidemiological investigations

③       Implement big data-based disease control measures and ensure flexible medical responses

④       Establish an advanced preparedness and response system for the next pandemic

2. Controlling and eliminating infectious disease risk factors

①       Expand national immunization coverage and strengthen the National Immunization Program (NIP)

②       Effectively control potential threats of infectious disease transmission

③       Combat major infectious diseases by enhancing screening and prevention measures

④       Strengthen the management of healthcare-associated infections and antimicrobial resistance

3. Preparing for diseases and protecting vulnerable groups to healthcare in a super-aged society

①       Strengthen community-based noncommunicable disease (NCD) prevention and management

②       Establish a sustainable life-cycle health survey system

③       Provide support for people with rare diseases based on their residence

④       Enhance the safety net to prevent injuries and health hazards

4. Enhancing national healthcare research capabilities

①       Foster rapid development of vaccines and therapeutics while strengthening support systems

②       Conduct research on NCDs to reduce health disparities

③       Secure healthcare research data and promote its utilization
