Legal Basis
- Article 9 of the "Framework Act on Health Examinations" and Article 13 of the Enforcement Decree of the same Act stipulate that the "Screening Standards and Quality Control Committee" shall be established within the Korea Disease Control and Prevention Agency.
Composition and Operation
- Composed of four expert subcommittees (Screening Item Evaluation Subcommittee, Professional and Technical Subcommittee for Screening Fields and Items, Screening Institution Evaluation Subcommittee, and Screening Effectiveness Evaluation Subcommittee) through expert recommendations from related academic societies and institutions.
- Operates on an as-needed basis according to the agenda, and performs tasks such as reviewing and evaluating evidence-based data according to the Principles of National Health Screening and reviewing plans for the evaluation of screening institutions.
Principles of National Health Screening
- Must be an important health problem.
- Must be a disease that can be treated if detected early.
- 2-1. There must be an accurate screening test method and test interval to diagnose the disease early.
- 2-2. There must be evidence-based treatment and management methods following early detection, and they must be available.
- The screening method must be acceptable.
- 3-1. The method must be easily acceptable to the public.
- 3-2. The infrastructure must be in place (number of screening institutions, facilities, equipment, personnel, etc.).
- The benefits of the screening must outweigh the harms.
- Must be cost-effective.
